Bold Leadership from Gov. Arnold...

Gov. Arnold Schwarzenegger has proposed a sweeping plan to mandate universal health care in California.

Employers with more than 10 workers that do not provide health insurance would pay 4% of their payroll into a state fund to offset healthcare costs. The plan would also levy a dividend tax of 2% on doctors and 4% on hospitals. (From WSJ)

Blue Cross and Blue Shield of California and Safeway, Inc. both support the plan. It appears the plan is similar to the Democratic leadership's plan as well.

"On its face, this is a good start," Cal. Assembly leader Mr. Fabian Nuñez (D) said.
