Second, what % of government work depends on technology on a daily basis?

1. 2%...(compared to 8 to 15% in private sector).

These two question are very logical to answer but i agree with your answer because government getting advanced day by day basis. They know what is the worth of time and they also use the time in proper way by proper new information technology technology.
